People are not hiring on Merits anymore but because they want to be "inclusive" and "diverse" and satisfy a certain State quota (even though the product and customer service suffers because of this hiring ideology). For big companies they can just ask the State for a "bail out", For Institutions they can just ask for a "government tax subsidy" or a "bail in". For the State itself they can just borrow from Central Banks and increase taxes and user fees. The person that suffers the most is the customer and those who believed in Meritocracy.
